Contracts and Tenders
The legislative objectives of MWMG are focussed on planning, coordinating and facilitating Melbourne’s metropolitan councils in their procurement of waste management and resource recovery services.
On a broad level, MWMG assists metropolitan councils to work towards a consistent approach in their management of municipal solid waste across metropolitan Melbourne.
MWMG value proposition
Metropolitan councils participating in a joint procurement of waste services facilitated by MWMG are offered the following advantages in the procurement of waste management services for their communities:
Economies of scale
- Aggregation of MSW and recyclable materials (commingled recyclables, organics) in commercial quantity to increase tender competitiveness
- No need for individual councils to carry out and fund their own complex procurement process
- Larger scale procurements provide the opportunity for economic engagement of specialist consultants to assist with the process
- Centralised contract management provides contract negotiation benefits if needed.
Local Government Act procurement exemptions
- If a metropolitan council enters into a contract, arrangement or agreement with MWMG, the council is exempt from the requirements of Section 186 of the Local Government Act which requires councils to publicly advertise tenders for work or services over a given value (or otherwise in arrangements approved by the Minister)
- Should a municipal enterprise be involved as an outcome of a procurement process, a metropolitan council entering into such an arrangement or agreement with MWMG is exempt from the requirements of section 193 of the Local Government Act.
Specialist knowledge
- Centralised procurement - is facilitated by specialist MWMG staff with ongoing dealings with senior and operational personnel in the waste management service sector. The likelihood of beneficial outcomes for both councils and contractors is increased
- Continuous improvement - MWMG is able to draw on the experience of other waste management procurement processes it has handled, avoiding replication of any inefficiency in subsequent procurement processes.
