Information Papers: Implications of carbon pricing for waste management in metropolitan Melbourne

Waste management has both negative and positive greenhouse impacts. The Federal Government’s moves to put a dollar price on some of these carbon impacts will affect the costs of waste management.

MWMG has developed information papers to summarise the ways that carbon pricing are likely to affect waste management in metropolitan Melbourne. The papers address the carbon pricing mechanism, the carbon farming initiative, materials and energy recovery, the Federal Government’s Clean Energy Future Plan and what council waste managers can do.

Local government waste management strategy template

MWMG has developed a waste management strategy template to assist local government prepare new strategies and/or update existing ones. The template has been developed in the context of the Metropolitan Waste and Resource Recovery Strategic Plan. This encourages the recovery and reuse of various materials as well as improving recycling and the efficiency of the goods and materials we purchase and use.

Guidelines for auditing kerbside waste in Victoria

These guidelines are for use by councils and contractors when planning and carrying out physical audits. The guidelines provide a methodology for weight-based physical audits according to categories of materials types. Use of the guidelines will allow comparisons of waste and recycling management systems over time. Access the guidelines here.

 

Guide to best practice at resource recovery centres

The Guide to Best Practice at Resource Recovery Centres addresses best practice planning and siting, design and construction, operation and management and rehabilitation of resource recovery centres/transfer stations.

The guide should be used by all stakeholders involved in the establishment, operation or management of resource recovery centres or transfer stations open to the public including:

  • Those involved in planning, siting, design, construction and operation
  • Operators, managers, equipment suppliers and contractors
  • Local communities that use or accommodate resource recovery centres

 

Best practice environmental management – siting, design, operation and rehabilitation of landfills

The Environment Protection Authority Best Practice Environmental Guidelines for the Siting, Design, Operation and Rehabilitation of Landfills (Landfill BPEM) 2010 has recently been reviewed to incorporate new technology and the latest understanding of improved management practices at landfills. Current and proposed landfill disposal contracts will need to conform to this revised compliance framework.

The process of continuous improvement will ultimately result in requirements for landfill operations to meet new or increased pre-sort resource recovery, diversion and energy recovery rates. This will have implications for councils using landfill disposal contracts as well as landfill operators as these new requirements will need to be addressed in future contracts.

Increased or new resource recovery, diversion and energy recovery targets are likely to help drive innovations in landfill cell design and operational practices. These targets will also encourage upgrading and improvement of existing landfills using established technology to improve performance.

 

Multi-unit development guidelines

Sustainability Victoria has released the final version of the Best Practice Guide for Waste Management in Multi-unit Developments. The Guide has been developed to assist council staff, architects, residential developers and building management incorporate best practice in the design, establishment, operation and ongoing management of waste services in MUDs. It outlines various essential points to be considered when designing a waste management system for medium or high-density residential, mixed-use and integrated housing developments. A copy of the guide is now available from Sustainability Victoria.

The Healthy Parks, Ovals and Waterways Resource Manual provides information regarding the latest developments in recycled organics products. Topics such as organic waste recovery and processing, policies, regulations and standards, recycled organics product types and their applications are covered in the manual. Litter prevention strategy template for Local government template

MWMG offers assistance with planning, developing and reviewing council litter prevention strategies. A litter strategy template is available for councils to develop a strategy consistent with the Victorian Government’s Creating Cleaner, Safer Places - Working Together litter strategy. The template saves time as it uses data that has already been collected for state government reporting and places councils in a stronger position when seeking external funding for litter prevention programs.
