Melbourne's population is growing and so is its waste - over 10 million tonnes were thrown out by Victorians in 2009-10. Legislation, policies and commitments of the Federal and Victorian governments provide the framework for the activities of MWMG and the delivery of effective waste management and resource recovery for metropolitan Melbourne.
Melbourne@5 million is the current strategic planning framework which is designed to consider the implications of population growth and to deliver strategies to ensure the demand for additional services and infrastructure is anticipated. This year the Department of Planning and Community Development will commence development of new metropolitan planning strategy for Melbourne.
Future urban planning needs to consider not only issues such as population growth and housing capacity, but also the requirement for waste management infrastructure to service demands of a growing population.
An increase in waste volumes brought about by population growth and the subsequent need to invest in resource recovery services and facilities for Melbourne are key challenges for Victorian waste policy.
The National Waste Policy was developed by the Environment Protection and Heritage Council to summarise the roles and responsibilities of governments and the actions to be undertaken at a national level.
The Department of Sustainability and Environment in partnership with environment portfolio agencies the Environment Protection Authority, Sustainability Victoria and the Metropolitan and Regional Waste Management Groups, is leading a review of waste policy to recommend a new Victorian Waste Policy.
This review allows for a rethink on the ways we determine, and treat waste and resource recovery. It will set out a road-map for achieving the best possible value and outcomes from the way we manage waste.

MWMG’s long-term strategic position on the environment has been articulated through the development of the Metropolitan Waste and Resource Recovery Strategic Plan (the Strategic Plan), which is being implemented through the MWMG Business Plan. The Strategic Plan sets a framework for the future management of all solid waste in metropolitan Melbourne. It also supports the development of planning and contractual processes, siting of future waste infrastructure and landfills and waste reduction and recycling education programs.
The Strategic Plan has been developed in three separate parts as required under the Act:
Part 1 - The Metropolitan Plan assesses the current situation and sets the strategic framework for the management of all solid waste in metropolitan Melbourne
Part 2 - The Municipal Solid Waste Infrastructure Schedule sets out a schedule of existing and required infrastructure for municipal solid waste
Part 3 - The Metropolitan Landfill Schedule sets a schedule identifying the location and sequence for the filling and operation of landfill sites.
